Farm and house fences in Toolern Vale

Toolern Vale is one of the City of Melton's rural areas, part of the green wedge, the rural belt kept around Melbourne. A lot of the fencing here is built for stock.

  • A new barbed and plain wire fence with timber posts and steel star pickets along a dry paddock

    Plain, barbed and ringlock wire

Ringlock is a woven wire mesh for sheep and smaller stock. Plain and barbed wire are common for cattle. Every run is tensioned off strainers, the heavy posts that anchor the ends and corners.

    Post and rail

Fencing along Kororoit Creek

The first protected stretch of Kororoit Creek starts at Toolern Vale and runs to the edge of Melton's urban area. The planning scheme describes it as a shallow creek meandering through open grazing land on the basalt plain, with low volcanic hills in view.

A landscape overlay, a layer of extra planning rules, covers that stretch. Inside it, planning approval is required for fencing, apart from these:

  1. a temporary fence for stock or farm work, standing no more than 60 days
  2. metal post and wire, post and rail, ringlock or chain mesh, 1.4 m tall or less, sited beyond 50 m from the bank's upper edge
  3. anything at least half see-through and shorter than 1.8 m, also beyond that 50 m line

Bushfire prone land

The planning rules for the creek say parts of its corridor are in or next to a bushfire prone area. A free VicPlan property report shows whether your land is.

The overlay doesn't cover every property. Check your address on VicPlan before you plan a fence near the creek.

Sharing a rural boundary fence

On farmland, the fence you and next door split evenly can be plain post and wire.

  1. Agree the standard

The state's fencing guidance names wire and post as one example of a basic fence that suits rural land. If either of you wants more, that owner pays the extra.

  2. Find the owner

Registered owners can use Melton City Council's Fencing Request Form to get the neighbour's contact details.

  3. Beside council land

Replacing a fence next to a council reserve? On rural land, council's policy pays towards a Standard Farm Fence, a VicRoads Type B post and wire sheep fence, up to half and capped at $6,000 excluding GST.

  4. Can't agree?

Serve a fencing notice describing the fence and what it should cost. Next door then gets 30 days to reply.

General information only, and council decides every contribution request.

Heritage, stone walls and clearing in Toolern Vale

For fence heights, state building rules apply. A building surveyor or Melton City Council can confirm whether a permit applies to yours.

Hillview, Benson Road
Hillview at 332 Benson Road is heritage listed for its timber house, stable, stone dairy and stockyards. On listed land, fencing in view of a road or a park requires planning approval.Source: Melton Planning Scheme: list of heritage places (opens in a new tab)
Old stone walls
Dry stone walls are stones stacked without mortar, and the City of Melton protects groups of them around Mount Kororoit and Mount Cottrell. If an old wall runs along your fence line, ask council before touching it.Source: Melton Planning Scheme: list of heritage places (opens in a new tab)
Clearing for the fence
Without a permit, native plants beside a fence can only be cleared as far as building or keeping up the boundary fence needs. The two sides together can't take more than 4 m. Other controls can still protect some plants, so ask Melton City Council first.Source: Melton Planning Scheme: native vegetation rules (clause 52.17) (opens in a new tab)

Usually not for an open rural fence away from the creek. Inside the Kororoit Creek overlay, most fences need one. The exceptions are temporary stock fences, and open or half see-through fences sitting beyond 50 m from the bank. A heritage listing can add a permit too.

Yes, without a landscape permit, as long as it's for stock or farm work and it comes down within 60 days.

To maintain an existing fence or build a boundary fence, you can clear only what's needed, with both sides adding up to 4 m at most.

It can, if you're replacing an existing fence along land Melton City Council owns or manages. On rural land, council pays up to half of a plain post and wire sheep fence, built to the VicRoads Type B drawing. You'll need two written quotes, and council looks at the old fence before work begins.

No. The Toolern growth area, with estates like Toolern Waters, is part of Melton's urban area. Toolern Vale is a rural area outside the growth boundary.
